Bengaluru wins on depth: the largest concentration of senior AI, product, and startup-hardened engineering talent in India, and roughly 40 percent of all GCCs. Hyderabad wins on economics and retention: comparable enterprise and data talent at 15 to 25 percent lower cost, lower attrition pressure, and 430-plus centers with strong state support. For most mid-market centers, Hyderabad is the higher-probability choice. For frontier AI mandates, Bengaluru still earns its premium.
That is the summary. The decision deserves the detail.
What Bengaluru actually buys you
Access to talent that exists nowhere else in the country at the same density: senior ML researchers, product managers with global product experience, engineering leaders who have scaled companies. If your center's mandate is frontier work, this pool is the mandate's precondition, and the premium is the price of admission.
What it also buys you is the country's most crowded auction. Your offers compete with the largest GCCs in India and with a funded startup ecosystem. Attrition pressure is the highest among the major hubs, and employer brand matters more here than anywhere else. A mid-market center with no India brand pays a real tax in offer-acceptance rates and time-to-fill.
What Hyderabad actually buys you
Seniority for the same money. The 15 to 25 percent cost gap is not about cheaper juniors; it means your band that buys a mid-level engineer in Bengaluru buys a senior one in Hyderabad. For a center whose first cohort must be 60 to 70 percent senior, that single fact often decides the comparison.
It also buys enterprise depth: Hyderabad's GCC base skews toward enterprise platforms, BFSI, healthcare and life sciences, and large-scale data work. State-government support (through Telangana's investment machinery) is unusually active, and Grade A supply is strong. Attrition norms run below Bengaluru's, and the auction for any given senior candidate is less crowded.
What Hyderabad does not yet match is Bengaluru's density at the frontier end of AI research and consumer product talent. It narrows every year. It has not closed.
The decision rule
Choose Bengaluru when the mandate is frontier AI or product innovation, when the parent's brand can win crowded auctions, or when specific talent exists only there.
Choose Hyderabad when the mandate is enterprise engineering, data, and platforms, when the center is mid-market scale competing on seniority per dollar, or when attrition risk is the board's stated fear.
When genuinely torn, weight the tiebreaker toward where your first GCC head's network is, because the leader's hiring gravity outweighs the residual city difference.
